Twelve years ago, a government experiment involving extraterrestrial material caused a catastrophic sinkhole, killing tens of thousands. However, six hundred survivors emerged with supernatural abilities: Recoverers (who restore things), Destroyers (who generate destructive force), and Stoppers (who halt objects).

The survivors are now divided into two warring factions. Biwon is ruled by the ruthless Choi Ju-sang, who believes control through force is necessary. Opposing them is San-seong (Gyeongseon Fortress), a community led by the reserved Jeong Yeo-joon, a stopper. The government, terrified of these superpowered individuals, uses a clandestine unit called the Section—led by Seo Hyeong-woo—to manage the crisis. The Section manipulates the factions into destroying each other to keep the scale of the war contained.

The story follows Yoon Seo-ri, a police officer working for the Section under Hyeong-woo. She is sent to infiltrate San-seong as a spy, posing as a Destroyer. Despite her mission, Seo-ri grows close to the survivors in San-seong. Meanwhile, Biwon aggressively attacks San-seong, severely depleting its numbers.

It is soon revealed that Seo-ri is actually Shin Ga-yeong, a girl with the power to reverse time. She was rescued from the sinkhole by Ju-sang, who treated her like his lost daughter and fiercely protected her. Ga-yeong assumed the identity of Seo-ri and became a police officer as part of a long-term plan to gain freedom and root out Biwon's spies.

During a massive, devastating assault orchestrated by Biwon and the Section, San-seong is nearly wiped out, and Yeo-joon dies while trying to save Seo-ri. Desperate, Seo-ri repeatedly uses her time-reversal ability to save him, living through over a hundred years of alternate timelines. However, Yeo-joon's death proves unavoidable due to the structural trauma and deep-rooted manipulation fueling the conflict.

Realizing that merely fighting will not break the cycle, Seo-ri takes a drastically different approach. She resets the timeline to before the novel's events, executes key Biwon figures to establish dominance, and openly assumes leadership of Biwon. She severs all ties with the Section, crippling Hyeong-woo’s control, and sues for peace with San-seong.

In a final confrontation, Hyeong-woo attempts to kill Yeo-joon but is outmaneuvered and falls into the sinkhole. A fragile peace is finally established between the two factions, with Seo-ri and Yeo-joon as their respective leaders. However, to save Seo-ri from a time paradox caused by their conflicting powers (stopping and rewinding time simultaneously at the moment of his death), a version of Yeo-joon remains trapped in a frozen, alternate timeline for over a century. He willingly endures this isolation out of love, waiting for the paradox to naturally collapse so Seo-ri can live freely in the real world.
